There are strong societal reasons that ensure the continuance of the world's oldest profession. No amount of legislation and societal pressures can stop the oldest profession for ages.
Let us look at why there is a need for the oldest profession. Most civilised societies place many restrictions on individual behaviour and so some men need an outlet for their unfulfilled wishes. As long as such needs exist, this profession would continue.
Why do we feel sad about the continuance of this profession? Why do we feel the existence of this profession itself is a disgrace to women more than men?
There are reasons for this. Are only the men eligible to seek outlet for their unfulfilled wishes? Why is the society looking at a woman differently if she starts to seek fulfilment of her unfulfilled wishes? If it is ok for a man to do something, why is it not ok when a woman does the same thing?
Clearly, there are double standards in every civilised society. Not many understand where societal constraints should stop and individual freedom should take over.
If the societal order is good, the oldest profession would become obsolete even without legal restrictions. These are all just my views and those who dont agree with me, need not feel offended by my views.
